CSIRT designated as coordinator

The national computer security incident response team designated by each Member State to receive CRA notifications and coordinate.

Each Member State designates one of its CSIRTs (established under NIS2) as coordinator for the purposes of the CRA. Manufacturers notify the coordinator CSIRT of the Member State where they have their main establishment; the CSIRT may request further information, provides guidance and coordinates with other Member States and ENISA. Which CSIRT is competent for a given manufacturer is therefore a question of establishment, not of where customers are.
